User Story
As as site editor, I would like the Jump Menu to remain accessible on the page as users scroll, in order to keep our pages as user-friendly as possible for students.
Summary
Create an option for the Jump Menu to remain sticky at the "top" of page.
Design Notes
First thing that need to be determined is 'what' is the top of a page AND is it the same for mobile, tablet and desktop?
